Locally is built to work with the tools you already know - the Azure CLI, Azure PowerShell, HashiCorp Terraform, OpenTofu, Pulumi, Bicep and ARM templates, and the Azure SDKs. The configurations, templates and code you run against Azure today can run against Locally too, usually with few or no changes.
Most of these tools support Automatic Configuration: prefix a command with locally run - for example locally run az group list or locally run terraform apply - and Locally supplies the credentials for you. Bicep and ARM templates can be deployed with locally deploy, and the Azure SDKs need a few minor tweaks to your code.
